HRC62 - Iceland GC - A/HRC/62/L.10: Strengthening the voluntary funds for UPR

Human Rights Council – 62nd Session
General Comment on draft resolution L.10
Strengthening the voluntary funds for the universal periodic review mechanism of the Human Rights Council
Statement by Iceland
7 July 2026

President,

Iceland thanks the core group for presenting this important draft resolution on strengthening the voluntary funds for the Universal Periodic Review.

The UPR remains one of the Human Rights Council’s most important mechanisms, providing a unique platform where states engage on an equal footing to advance the promotion and protection of human rights. Over the years, it has consistently demonstrated its value by driving tangible progress and supporting the implementation of human rights obligations and commitments worldwide.

As we enter the fifth cycle of the UPR, it is essential that we continue to strengthen the voluntary funds so that all states can participate fully in the review process. The establishment of regional positions at the 52nd session of the Council was an important step towards enhancing the effectiveness and accessibility of the UPR process and as such this initiative should be maintained.

As a consistent donor to the voluntary funds, Iceland fully supports their renewal, together with the broader measures contained in this resolution to strengthen the UPR and ensure its continued effectiveness. Strong voluntary funds are essential to ensuring that capacity constraints do not prevent meaningful participation in the UPR process.

I thank you.
