HRC61 - Iceland GC - A/HRC/61/L.17: Situation of human rights in Ukraine stemming from the Russian aggression
Human Rights Council – 61st Session
General comment on draft resolution L.17
Situation of human rights in Ukraine stemming from the Russian aggression
Statement by Iceland
30 March 2026
Thank you, Mr. President,
Iceland thanks Ukraine for presenting this important draft resolution L.17.
As we meet today, four years after the establishment of the Commission of Inquiry, the ongoing full-scale war of aggression by the Russian Federation against Ukraine, continues to be marked by serious violations of international human rights and humanitarian law, underscoring that this mandate remains as critical as ever.
Mr. President,
As reflected in the resolution, the Commission continues to document widespread and systematic violations, including on the large-scale deportation and forcible transfer of Ukrainian children, which may amount to crimes against humanity. Such acts are deeply alarming and demand the attention of the international community. Ensuring the safe return of these children and accountability for violations must remain a priority.
Equally concerning are the Commission’s findings of torture, coerced confessions and unfair trials of civilians and prisoners of war and the reported deportation of civilians to the Russian Federation for prosecution as well as efforts to undermine Ukrainian identity in the temporarily occupied territories.
These violations go beyond their immediate impact; they undermine the foundations of international law. Accountability is therefore essential - not only to ensure justice for victims, but also to prevent further abuses.
Addressing human rights violations and abuses lies at the heart of this Council’s mandate.
Iceland supports this resolution and encourages other member states to do the same.
Thank you.
