Framlögin geta verið styrkir eða lán með ívilnunum. Samkvæmt viðmiði OECD- DAC þurfa framlögin að hafa a.m.k. 25% einkenni styrks.
Development cooperation involves providing people in low-income countries with financial, social and technological assistance with the aim of improving economic and social structures in the long term. Official development assistance is the contribution of public entities to low-income countries. The main objective of official development assistance is economic development and welfare for all. The contributions can be grants or loans with incentives. According to the criteria of the OECD-DAC, all contributions have to convey a grant element of at least 25%.
